Addressing journalists at the headquarters of the NRM Electoral Commission in Kampala. Dr. Tanga Odoi accused some District party chairpersons of trying to usurp the roles and powers of the electoral commission. “Those NRM District Election Officers remain the overall people in charge of all elections, not NRM Chairpersons or LC Vs like Isingiro.” Said, Dr. Tanga Odoi – NRM EC Chairperson. Odoi singled out LC V Chairperson Isingiro district Jeremiah Kamulali who he said has been conducting primary nominations yet there is a District Electoral Commission Chairperson who should be in charge of the activity. “Hon. Kamulali, you are my brother and friend but where work is I have no friend when you step on my shoes because my family waits for that salary. So I want to request humbly, Hon. Kamulali to restrain himself from doing NRM Electoral Commission work in Isingiro.” Said, Dr. Tanga Odoi – NRM EC Chairperson.

Article 39 (a) of the NRM Constitution mandates only the NRM Electoral Commission as its Chairman to conduct the primaries within the party. Odoi threatened a jail term for Kamulali. "I was in Ibanda and Sheema, if I had known early I would have gone straight to him and his house and arrest him.” Said, Dr. Tanga Odoi – NRM EC Chairperson. The National Electoral Commission plans to conduct elections for new districts, Municipalities and Town Councils before the end of July. Three candidates have already expressed interest to vie for Woman MP Pallisa district and four for LC V Chairperson Butebo district on the NRM ticket.

Relatedly, an upbeat Odoi predicted an NRM victory in the heated Rukingiri Woman MP by-election, nominations completed Thursday. “NRM is going to win Rukungiri. Hon. Winfred Matsiko Komuhangi is going back to parliament.” Said, Dr. Tanga Odoi – NRM EC Chairperson.
