The debate on the removal of the Presidential age limit in the Constitution showed no signs of letting up despite Deputy Attorney General MwesigwaRukutana stating that the government had not formally presented such a proposal in any forum. A group of members of the ruling party gathered at a restaurant in Kampala to discuss the possibilities of amending the famous Article 102 of the Constitution. This was the first group of politicians to openly come out to associate with the contentious proposal. They were concerned about the straits and constrictremarks that had been made against MPs and other Ugandans who supported the change in the law that with for all intent and purposes hands President Yoweri Museveni a life presidency. “These Ugandans here in this room have an opinion and obviously they support lifting, no doubt about it. They support lifting it and you must report that categorically.” Said, David Mafabi – Private Secretary of the President.
“The framers of the Constitution, insert a dean Article 258, 259, 260, 261 and 262. By the virtual that those Articles are there, that means the Constitution can be amended.” Said, SimeoNsubuga – Kassanda South MP. Speculation had been heard about the alleged move by the government to remove the age limit clause in the Constitution to allow President Museveni stand again in 2021 to take his reign to 40 years. Nyabushozi MP Colonel Fred Mwesigye was one of the bush war fighters who helped President Museveni to overthrow the government of President Obote in 1986. He supported the proposal and hinted on it being formally introduced later. “I believe that any matter in this republic; be it on a Constitutional amendment, be it on any issue; political, economic should be really discussed openly without any intimidation. The age limit Bill I said hasn’t come but there is no harm in discussing it openly and adequately so that by the time it comes, we have adequately mobilized the masses to give the opinion.” Said, Col. Senior Opposition figures and Civil Society Activists had criticized the proposed Constitutional amendment with some even threatening to politically harm its opponents. The controversy on age limit came at a time when religious leaders and senior citizens were calling for a national dialogue to discuss the transition of power from President Museveni to the next leader.
