LAND PROBE: Middlemen Blamed For The Rise in Land Prices

“More 345 million shillings, title holder Kaweesa Joseph.” “I confirm that my Lord.” A lawyer, Richard Buzibira who has severally worked with the Uganda Land Commission appeared before the Commission of Inquiry into land matters led by Lady Justice Catherine Bamugemereire. The lawyer was accused of illegally helping people acquire letters of administration to fraudulently benefit from the land fund which was established to help squatters seeking to own land and also buy out absentee landlords. The Commission also questioned Buzibira on whether he helped people to obtain letters of administration to fraudulently seek compensation from the Uganda Land Commission. "My Lord, my only intervention is limited to actually taking these documents to Uganda Land Commission. But government verifies through the commission and activists." "And thank you very much for saying that because you have just reminded me in case I forget to look at my notes to see the next question. Isn't it so true that in fact, the government officials who are supposed to verify were your best friends?" Said, Catherine Bamugemereire – Chair, The Land Inquiry. “I represented a few and I think these are referrals to me.” Said, Richard Buzira – Lawyer.

As the lawyer was questioned, the Lady Justice Catherine Bamugemereire asked the lawyer whether he connived with some officials of the Uganda Land Commission to get middlemen to buy off the claimants at a lower price compared to the actual land value. "It's a racket, it's a syndicate and thanks for reminding us. Ssentongo and we are going to get Ssentongo here. He is going to have to come and explain how he managed to lead this syndicate. And that is how we managed to get your name, thanks to the likes of Warren, the like of Ssentongo.” Said, Catherine Bamugemereire – Chair, The Land Inquiry. “I don’t think that my fiduciary duty extends to telling my client no you can’t do this where he insists.” Said, Richard Buzibira – Lawyer. “No, you could tell him that look, the amount of compensation that you are signing could be much higher than what you are getting because you have that experience. You could tell him, for example, I have seen people compensated in billions.”

According to the Commission, such middlemen have led to an unreasonable rise in the price of land. “Government has lost money so when you sit there and act like nothing has gone wrong. No, no government has lost money here; billions of shillings.” “The land value in that area unnecessarily rises even when it should not actually rise.” Said, Fredrick Ruhindi – Commissioner, Land Commission of Inquiry.
