The team from the Ministry of Education and Sports led by Minister Janet Museveni who is also the first lady met officials of the Parliament’s Education Committee. The MPs wanted answers to the disparities in the salary enhancements for the teachers. “…to get at least 2 million Uganda shillings then the head teacher has to get something slightly more.” Janet Museveni said the scheme would start with science teachers but those teaching in arts subjects would also be considered later. She said the ministry was still working on the proposals and that these scales were dependent on what the Finance Ministry can provide. “The fact that you have brought it up, we can go back and try to correct it but there are certain things that we can’t do anything about because we have no funding to help to do it.”
The MPs also inquired about the curricular for some tertiary institutions which are set without input from the institutions. “The difference is that some are done in semester one and others are done in semester two. For example, students who are doing accountancy; they are supposed to do business law in the first term of the first semester.” Said, Nathan Itungo – MP Kashari County. Another contentious issue was in regard to the seed schools that are not part of the traditional schools but appear on the list of schools to be funded by the government. Seed schools are established by the government in Sub Counties for the implementation of Universal Secondary Education programme. State Minister for Higher Education John Muyingo has said the ministry has issued a statement regarding school fees hike. “We sent out circular asking schools not to raise school fees until the board of governors has sat and looked at the matter…” Said, John Muyingo – State Minister for Higher Education. The Education Ministry officials had gone to the Committee to defend the budget estimates for the 2018/2019 Financial Year.
