Very important people and rich individuals categorized by the tax defectors as the high net worth individuals shouldn't really find paying their due share of taxes a problem. But shockingly, this category of people according to a study conducted by a group of URA researchers are among the biggest tax invaders in the country. “Because these high net worth people fall in different sectors; in the lands sector, in the real estate sector, they fall in the finance sector, others are the politicians. But the only challenge that we have found is that most of the rich are politically connected such that whatever policy is passed, they will ensure that they fight it. So there is a lot that the government has to do to ensure that actually the politicians or the rich pay.” Said, Susan Nakato – Researcher, URA.
With the majority of them being power blockers or close to the powers that bid, where does that leave URA? “…that’s why a research was commissioned to see how best we can get as many as possible high network individuals to contribute to the national treasury.” Said, Siraji Kanyesigye – Assistant Commissioner, Large Tax Payers – URA. With all that playing out in broad daylight, what is the way forward and how can the public pressure be applied? “…as Ugandans we move away from the hitherto policy advise by the International Monetary Fund and attendant institutions that government cannot do business.” Said, Julius Kapwepwe – Member Tax Justice, Uganda Debt Network.
It really shouldn't be difficult for the high net worth individuals and VIP to pay their fair share of taxes. But it is evident that this category of people is among the biggest tax invaders.
