The planned Institute will be set up at Kihumuro the home of Mbarara University of Science and Technology. The Police Chief Kale Kayihura was hopeful that the Institute the first of its kind in Uganda would boost the fight against crime across the region. “I believe we are now on the solid ground in terms of building the capability which will transform the quality of investigations and therefore boost the fight against criminality in Uganda. When we can put out these criminals then the few people will fear and others will fear to commit a crime.” Said, Gen. Kale Kayihura – Inspector General of Police.
General Kayihura noted that in the past the Police lost cases due to failure to conduct forensic investigations that produced credible evidence. “And we face the challenges of criminal investigations. Failing to exploit a scene of a crime because modern science and technology allow you to really exploit the scene of a crime and be able to decisively convince a Court.”
The Forensic Institute followed the acquisition of a center at Naguru to deal with forensic, pathology, cyber and digital forensics, DNA database, forensic biology and chemical analysis. The team from the University of Chukurova in Turkey headed by Prof. Meta Crokutu pledged to ensure the success of the project. “So what we will do altogether hand by hand we will improve and innovate forensic scientists in this beautiful country in a very short period of time.” Crokutu was optimistic that the site would improve law enforcement. “I am sure in 10 years first Mbarara and Kampala laboratories will be accredited and become a very unique, very straight and powerful center for forensic scientists.” The two Universities will design and develop a curriculum and the other training materials in the areas of forensic biology, toxicology, biology, and medical-legal investigations.
