Architects were arguing that there was need to sync the Lands Registry deed Plans as well as Physical Plans by Local Planning Authorities. “Particularly me because I have been in this City for more than 30 years and fade up of seeing KCCA Master Plans revised and revised and there is no Detailed Plan. The Detailed Plans are supposed to show the access roads for each plot, not the architect to put it there.” Said, Joel Katerega – Architect. “There has been this thing going on called the Bamugemereire Commission, can we get there, can we interface with that Commission. One; to ask the Registrar of Titles and Land Administration to do what they should do from the Architect perspective.” Said, Enock Kidamu – Architect.
Kampala Capital City Authority remained at the center of complaints by the Architects and the public over the slow pace in approving Plans. “Access is something that has serious legal implications and as KCCA we have run into Court battles by approving access to somebody’s land without that permission from the actual landowner and that is why we consider it a very important requirement.” Said, Pamela Akora - Kampala Capital City Authority.
The Architects’ Registration Board continuously blamed authorities for delayed approvals of their drawings which affect their businesses and property developers alike. “And where you are in doubt for example as a Physical Planner you can look at the design and know that really this one does not come from an Architect.
