The results for the Technical, Business, Physical and Biological Science Diploma and Certificate Programs were released. With the completion and competency acquisition result rising from 71.2% in 2016 to 71.4% for 2017. Onesmus Oyesigye the Executive Secretary UBTEB said females students performed better than the male candidates in the Technical Diploma Programme. However, the enrollment declined from 6,997 in 2016 to 6,730 this year and this prompted some changes. “For us through our own research, we attribute this to mostly other tertiary institutions who have been offering one-year certificate which we don’t assess ourselves and at the same time, the university is coming into this which affects most of the institutions we assess. And the correction we have made is that putting back these Business Certificates at two years and also they will be nationally assessed.” Said the Executive Secretary UBTEB.
UBTEB said that 324 candidates did not turn up for the examination and no linkage of examination papers was registered but 34 cases of malpractice were recorded. UBTEB Chairman Prof. Venansius Baryamureeba said they needed more funding. “Most of the training institutions have computers but we don’t have enough computers yet we need them in almost everything we do. UBTEB is very appreciative of the increase in the budget, the budget has gone up, the government’s suppression has gone up but the funds as the Permanent Secretary has already mentioned are still insufficient.” Said, Prof. Venansius Baryamureeba – Chairman UBTEB. Education and Sports Minister Janet Museveni said the government intended to create jobs for Uganda’s skilled workers. “The government has prioritized industrialization for job creation in the Financial Year 2017/2018 under the THEME: INDUSTRIALIZATION FOR JOB CREATION AND SHARED PROSPERITY.” Said, Janet Museveni – Minister of Education and Sports.
“Germany when it was leveled to the ground in 1945, Germany enforced skills only. Today, the Mercedes Benz you drive is made by technicians not made by engineers. But engineers just designed and you need only one engineer to design a Mercedes Benz or two to design different parts.” Said, Robert Odok – Director of Higher Technical and Vocational Education.
