Last Friday, Olivia Basemere drowned in a city’s waste channel as she ran from Kampala City Council Authority Law Enforcement Officers. City vendors went up in arms and carried her body to the City Hall. With KCCA Enforcers on a break now, vendors utilized the opportunity to flood William Street, Luwum Street, and Namirembe road among others. “It’s not an opportunity completely but I told you last; it was just a blessing in disguise. We were not happy because of her death but we are happy now.” This according to Kampala Minister Betty Kamya wouldn’t be tolerated and she had ordered them off. “Both street vendors and Verandah vendors that the regulation on street vending, indeed on vending at all, the regulations that are contained in the KCCA Act are still in force.” Said the Kampala Minister.
Kamya revealed that there will be a meeting between her and the vendors at the beginning of next week to decide on how their work could be streamlined. “We have arranged the leaders of the vendors so that we discuss their issues in totality.” Said the Kampala Minister.
Also while appearing before the Parliamentary Committee of Commissions, Statuary Authorities and State Enterprises, the Executive Director of KCCA Jenifer Musisi was put to task to explain the continued brutality of KCCA Enforcement team. “...with that angle it’s disturbing, it’s very disturbing; you have to apply all the might to chase this woman.” “We did meet with the late family, we supported them towards the funeral and we are waiting for further details of what transpired in order to establish the extent or if there was a liability.” Said the Executive Director of KCCA. MPs raised concerns about the professionalism of Law Enforcers on carrying out their duties and recommended training. “We do not have the capacity to train these people, we do not have the funding.” “Under which terms are they working, are they employees of KCCA?” “They are employees of KCCA, they are not Uganda Police so these people’s capacity to manage Law Enforcement compliance arrests and all those procedures are very limited almost negligible.” This was not the first time KCCA was on the Spot over brutality by KCCA Law Enforcers as they strived to achieve the trade order in the City.
