Parliament Arrests Man Who Has Been Posing As Staff For The Last Five Years

The officials discovered that Moses Lubwama had been working in the Parliament for over five years with no contract. This prompted a meeting that included the Parliament’s security staff, the Clerk to the Local Government Accounts’ Committee, the Surgent and Arm’s and Member of the Parliament’s Legal department. “So when we speak of informalities, actually it’s a bigger problem that needs to be addressed politically or by the political leadership.” Lubwama said that he had worked with three different Committees and was in charge of accountability documents of the Local Government Accounts Committee. The Committee Chairperson Reagan Okumu who blew Lubwama’s cover said he was a risk as he was not accountable to anyone. “Because of Hon. Reagan Okumu’s oversight mind and having been in Parliament for a bit of a long time, he is seeking to understand from the leadership, how this person is working, whether there is a way to formalize it and realized that there was no headway.” Said, Chris Obore – Director Communications Parliament.

It was also discovered that Lubwama had been receiving monthly allowances. “Because other than that payment, there are other risks to life, how do you account for his life for instance if anything happens?” Said the Director Communications Parliament. The Committee’s Parliamentary staff were asked to explain what grounds Lubwama had been doing official work? “And this checking here you are doing may not necessarily hide any incident at one time.” Said, Okin Ojara – Vice Chairman Local Government Committee. “Part of this problem is actually a creation of members association or members with; you mentioned that person who mobilizes people to board the bus.”

Lubwama’s services were halted and was ordered to stay good to Parliament. The officials admitted that it was an error on their part. “I have been coming here sometimes on the weekends, he is already there seated, and I said now sincerely how are you going to be able to handle this?” Said the Vice Chairman Local Government Committee. “But the doing this work has accountability mechanism, the gentleman you are bringing has to know accountability mechanism completely.” Said the Director Communications Parliament.
